I. Assets

A       Foreign Assets

 

Foreign assets are compiled based on  residency criterion as per 5th edition of IMF's  balance of payments manual.  

1. Gold 

Includes gold & silver held by the central bank

Valued at market price and reported combined

2.   IMF reserve assets

Reserve position in the IMF, SDR holdings (operation A/C plus contra to SDR allocation A/C)

all the components are aggregated & shown together

3.   Balances with banks abroad      

Call & current accounts and short term placements

all are aggregated

4.   Securities     

Bonds, Short & long term               Securities & Portfolio managed funds

all are marked to market and added up

B       Due from Government

Claims on the central Govt. in the form of overdraft, TBs redis- counted & investment in Govt. development bonds.

Local & state Govts are  absent in Oman hence central govt. is identical  to Govt.

C    Due from Local Banks

Commercial bills discounted, and advances under repo facilities

Local banks represent commercial banks

   IMF Currency Quota

Domestic currency component of quota payment to IMF

Correspond to the market value of the Rial Omani against SDR basket of currencies

E    Other Assets

interest receivable, net fixed assets, deposit insurance scheme A/C, commemorative Currency, housing loan, etc.

Premise & equipment are stated at cost less accumulated depreciation

II. Liabilities

 A       Currency Issued  

Currency issued by the central        bank comprising currency held  in the vaults of banks and currency with the public.

 

B     Net Worth  

Capital, general reserves, reserves against currency & bond fluctuation, currency & financial asset valuation adjustment and un appropriated profits                             

Under the Banking Law the net profit is transferred to the general reserve until the reserve equals not less than 25% of currency issued or such greater amount as Board of Governors may determine

C   Reserve  Money 

 Reserve Money  comprises central bank  liabilities that support the expansion of broad money credit. It includes currency issued by the central bank and balances due to local banks.

 

Due to local Banks

Balances held with the central bank in the clearing A/C and capital deposits with the central bank.

 

E   Due to Government

Total Government deposits including foreign and local currency, held with the central bank

 

F    Foreign Liabilities

Due to international institutions other than IMF

Includes small amounts from Arab Monetary Fund & other institutions

G   IMF liabilities 

IMF holdings of Rial Omani and SDR allocations

contra entries for IMF currency quota and SDR allocations

H       Other liabilities 

Certificate of Deposits(CDs)  issued by Central Bank, interest payable, pension fund  provisions, etc.

Compilation Procedure

A. Narrow Money (M 1)

comprises item 1 & 2 below   

 

1.   Currency Outside Banks

comprises total  'currency and Currency held by the public'.

Total currency & Currency Issued by  Central Bank minus cash on hand with banks

2.   Demand Deposits 

Resident Rial Omani demand deposits of the private sector and public sector enterprises.

Data are obtained from the combined balance sheet of the commercial banks. Govt. proper deposits are not included as  they do not respond to changes in economic activity, interest rates, etc. Also they do not constrain Govt. expenditure policies  and cash management techniques and are thus different in character from private sector deposits.

B. Domestic Liquidity (M2)
   (Broad money)

comprises M1 plus  quasi money  

 

1.Quasi Money 

Resident Rial Omani Saving sand time deposits plus all resident foreign currency deposits of private and public enterprises as well as resident import deposits i.e. commercial prepayments

Obtained from the combined balance sheet of the  commercial banks

1.   Foreign Assets (net)

comprises foreign assets of   Central Bank and commercial banks minus foreign liabilities of Central Bank and commercial banks

 

2.   Domestic Assets

 items i + ii + iii - iv, below  

  i.      Claims on Govt. (net)

net claims of the Central Bank and commercial banks on the Govt (gross claims minus total deposits) 

Central Bank's net claims on the Govt. include overdrafts, TBs rediscounted and investment in Govt.bonds minus Govt. deposits held with the Central Bank. Commercial banks net claims on the Govt. include overdrafts, loans, investment in TBs, bonds and other Govt. Securities minus  Govt. deposits

  ii.     Domestic claims on private sector

commercial banks total domestic credit to private sector including investments in shares& securities of the corporate sector

Obtained from the combined balance sheet of commercial banks

  iii.    Claims on Public enterprises

commercial banks claims on domestic public enterprises

obtained from the combined balance sheet of commercial banks

  iiv.    Other items (net)

residual category for other liabilities less    other assets of central bank and commercial banks balance sheet which are non-monetary in nature such as capital, reserves, provisions on the liability side and fixed assets on the assets side

Obtained from Central Bank and Commercial Banks combined balance sheets.
